Government offices in Nepal that capture biometrics
Many government services in Nepal now record fingerprints, iris images, photos or signatures. According to public reports:
Department of National ID and Civil Registration: national identity card enrollment records ten fingerprints, the irises and a photo, usually at a District Administration Office after online pre-enrollment.
District Administration Offices: issue citizenship certificates and host national ID enrollment and passport biometric capture.
Department of Passports: e-passport applicants give fingerprints, a live photo and an electronic signature.
Department of Transport Management: smart driving licence applicants give fingerprints, a photo and a signature at the Transport Management Office.
Land Revenue (Malpot) offices: the land records system connects to biometric devices, and buyer and seller thumbprints are taken at a transfer.
Election Commission: voter registration records a photo and fingerprints, and now also uses national ID biometrics.
Department of Immigration: has reported installing biometric and iris scanners at Tribhuvan International Airport.
Ward and municipality offices: under the Social Security Allowance Distribution Procedure 2082, local governments with biometric systems verify social security allowance applicants biometrically.
These offices run their own software and buy through their own procurement. The devices in this guide suit the same kind of work: municipalities, service centres, contractors and private offices that run enrollment or verification desks can use them once they confirm their software supports the model.
Iris scanner price in Nepal: single vs dual iris
An iris scanner photographs the coloured ring of the eye in near-infrared light. Nothing touches the scanner, so it works for people whose fingerprints are worn or hard to read, such as older people and manual workers.
Single iris scanner: Mantra MIS100V2
The Mantra MIS100V2 single iris scanner costs Rs. 28,000. It reads one eye at a time, captures automatically in under 2 seconds with a built-in quality check, and runs on Windows, Android, Linux and Embedded Linux. It suits verification counters where a person is checked against an existing record.
Dual iris scanner in Nepal: Mantra MATISX
The Mantra MATISX dual iris scanner costs Rs. 58,000. It captures both eyes at the same time, is rated IP65 against dust and water, and runs on Windows (up to Windows 11 Pro) and Linux. Choose it for enrollment, where both irises are recorded for the first time: one capture instead of two.
Rule of thumb: dual iris for enrollment, single iris for verification.
Fingerprint scanner price in Nepal: single-finger vs 10-finger
Single-finger scanner: Mantra MFS500
The Mantra MFS500 fingerprint scanner costs Rs. 10,500. It has a 500 DPI optical sensor, IP54 protection and automatic finger detection, works with Windows, Linux and Android, and lists FBI PIV and FAP10 certification. It is the usual choice for KYC, secure login and verification counters.
10 finger scanner for NID-style enrollment: Mantra MORPHS
The Mantra MORPHS 10-finger scanner costs Rs. 82,000. It takes 4-4-2 slaps (four fingers of the left hand, four of the right, then both thumbs) and rolled prints at 500 DPI, so all ten fingers are recorded in three placements. It has live-finger detection, IP65 protection and works in bright light up to about 100,000 lux, and runs on Windows, Android and Linux. Use it where a process records all ten fingerprints; for checking one finger, the MFS500 is enough.
Signature pad for banks in Nepal: Evolis SIG100
The Evolis SIG100 signature pad costs Rs. 30,000. It captures a handwritten signature digitally for account opening forms, KYC updates, consent forms and office documents.
4-inch backlit monochrome screen that shows the signature as it is written.
1,024 pressure levels and 4,096 × 4,096 signature resolution.
Battery-free pen with a replaceable tip.
AES-256 encryption with RSA key exchange inside the pad.
USB powered with a cable of about 2 m; no special driver needed.
Windows 10 and later, Windows Server 2016 and later, Linux; works over Windows Remote Desktop and Citrix.
e-KYC devices for banks, cooperatives and BFIs in Nepal
Nepal Rastra Bank has made the national identity card the basis for opening accounts in banks and financial institutions, including microfinance, with details checked against national ID records. Brokers and depository participants also ask for national ID details for capital market KYC. Where a KYC system takes a fingerprint or records a signature, the usual counter kit is:
MFS500 fingerprint scanner for the customer's fingerprint, Rs. 10,500.
SIG100 signature pad for the signature on the form, Rs. 30,000.
MIS100V2 iris scanner as a fallback when a fingerprint will not read, Rs. 28,000.
The same kit suits cooperatives, microfinance, insurance and remittance counters that run their own KYC software.
Hospitals, universities, exam boards and office attendance
Hospitals: a fingerprint or iris scanner at registration helps identify returning patients, and a signature pad records signed consent forms.
Universities and exam boards: a fingerprint scanner at the hall entrance checks that the candidate is the person who registered.
Office attendance: for staff attendance, a wall-mounted machine is simpler than a USB scanner. The Deli ES172 attendance machine (fingerprint, face and palm vein) and the Deli ES602 access control machine (adds IC cards and a door lock connection) cost Rs. 17,100 each. Our attendance machine price guide compares them.
Software and integration
All five devices use USB 2.0 and take power from the USB port.
Fingerprint images follow ISO 19794-4 with WSQ and JPEG2000 compression; the MFS500 also lists ISO 19794-2 and ANSI 378 templates.
Iris images follow ISO/IEC 19794-6 on both the MIS100V2 and the MATISX.
The MFS500, MORPHS and MATISX have WHQL-certified Windows drivers. The MORPHS lists the Morfin_Enroll SDK, and the SIG100 SDK is free on request.
